Международная преступная группа, Галактор, пытается достигнуть мирового господства, взяв МНО под свой контроль. Группа Галактор создана таинственным существом от космоса, известным как Лидер X, который отдает приказы через своего главнокомандующего на Земле, Берга Катзе.
