Joe, a brash and cocky kickboxer ace, convinces Costner, a top underground boxing promoter, to sponsor him. to do this, Joe defeats Johnny, another kickboxer in Costner's stable. Johnny's friend, Dick, agrees to help Johnny kick .1 .11 iii- the steroid abuse and be his coach. They train, and train hard, in an effort to regain supremacy in the ring. Meanwhile, the corrupted police and underworld gangs do battle to gain control of increasing areas, and ultimately, the boxing circuit. In each new grab for power, the underworld sinks into deeper disarray. When friends Pete, the outlaw streetfighter, and Andy, the only good cop left, meet in a final duel, Pete is defeated. This leaves Costner in Control of the boxing circuit. The fighters, Johnny and Joe are unaffected by the superplays erupting around them, and are only focused on the impending megabattle between the two of them.
